Earthworms can't be used as bait

Just saw this little bug. Earthworms can't be used as bait when fishing. Got primitive rod, hemp fibre and bone hook, can't hook the earthworm.

Edit: Nor can leeches. Is this intentional? if so, why?

Pretty sure the primative rod uses lures not bait while the bushcraft one is the one that takes bait? Also leeches have to be bloated to use as bait

Using the wrong type of rod. Not a bug.
