No quality for Spider Web from washed up items

An Itsy Bitsy's Web I salvaged from the beach does not have any quality. I didn't notice this at first so I can't determine if it was spawned from the foraging or if it was something that had been dropped in the water beforehand, but I thought quality might not calculate properly considering the cluster fuck of items at play.
