Okay.. so.. I've been playing for a little while, since the 5th of January and I've got roughly 7 hours left of game play so I put my playing on pause until it was to 'refill' last week on Monday. Which didn't happen. So, I waited again and it still didn't refill so I'm just wondering if this is a bug of some sort or am I supposed to get my play time down to 0 for it to refill? o.o

It refils 7 hours. The cap is 7. You will never have more than 7 hours of playtime. You have just wasted 14 hours of playtime, and two weeks.

I have to admit, it isn't phrased particularly well on store page.

Edit: Every Monday, your game time is set to 7 hours IF you have less than that. You don't receive additional, stacking game time.

oh I agree, I've been complaining from the start. Remember when people thought game tokens gave you hours rather than just a sub account you could trade in game that was more expensive? whole entire thing needs to be rewritten IMO
