Trouble with lettuce?

For some reason I only get 5 or 6 seeds for each lettuce harvested.
Thus the usual expansion of the numbers is inhibited. This seems to be the rule even though I have the two skilles required to get more seeds.
Is this intended?

You get more seeds when splitting a head, perhaps that's meant to make up for it.

You get the rest from splitting the lettuce.
