Given this, how were you trying to steal? Ride it out? Doesn't sound like a bug to me. I'd have to dig up the patch notes where this was changed a few months ago.

I could ride it off the claim just fine, but it does spout an error message while still opening the flower menu, which seems quirky. Will fix. Thanks.

I don't see how you're opening the flower menu, it just opens the stat sheet right away. Are you sure you don't own possession of the horse? e.g. being last person to ride it.

You can also aggro the horse to lead it outside.
