When you inspect a stunted tree, it doesn't show the growth rate (same as with a fully grown tree), which is probably what happened. If you chop the tree, it will have a lower quality of wood than advertised via inspect.
This functionality is good, unless you replace the lack of "grown %" with "stunted" in some form. Previously, detecting stunted trees in a large plantation relied on taking and comparing screenshots, which was extremely annoying.
