Since cellars aren't really connected into lower layers in anyway, I think you should be able to dig cellar in a house on L5.

If this isn't a bug then we have another entry on "list of things that counter-intuitively and arbitrarily just are like the way they are."

Level 5 is bottom of game. How to go lower than bottom?

But in serious. Cellar stone is based on rock below of building. What to do about rock type for level 5 building? I think this is only reason for no cellar right now.

I think it worked last world though, not sure why it doesn't now. Stone below L5 could just be something default like gneiss.

On Topic.
Isn't it that way, that the game checks what underneath? (So if theres coal below, you dig out coal boulders and so on.)
I'm pretty sure that this is causing the problem.
