Quest: foraging target

Received a quest to find a blood stern when my PER * EXP was at around 400. Reports according to other players is that it needs 1250 PER*EXP score. My understanding is that quests shouldn't give you a task you can't, in theory, do at that time. Bug or is the player information wrong? Or is my understanding of how quests work wrong?

Got the same quest at per*exp ~ 300
