Question is... bug? Intended and it removes that FEP from the bar? intended and it works like the old black FEP and damages the character if it procs?

Has anyone mentioned this to jorb or loftar?

it seems to be related to the Ptarmigan meat, I made beaten bird breasts with it and got the same result.
