The reason was that unless that is the case, then the teleporting/logging-out-while-KO'd mechanics are useless in PvP; along with the argument that, to the extent that the purpose of red-handed is to prevent teleporting away from pursuers, then getting knocked out in order to escape them is pointless since that's the worst they could've done anyway.

Well to tell the truth a lot of people in large scale pvp don't have red handed. if you don't vandalize anything, don't steal and don't knock someone else out before you don't get the debuff.
