Plows, Wheelbarrows & Horses

So I can use a plow while riding a horse but not a wheelbarrow yet both are essentially the same "handling" mechanism.

Should I be able to use a wheelbarrow while mounted or should I not be able to use a plow?

Will remove the ability to plow while mounted.

Horses and bulls were used specifically for plowing!
