Gardeners pots not finishing on full kiln

If you fill a kiln with fuel and light it with 4 pots in when the kiln burns out the pots will be at 100% completion, but you need to put at least 1 more piece of fuel in and light it to trigger them to finish. When you do this they finish as soon as you light the kiln the second time, surely they should finish off the first round with 100% fuel?

I've seen this too, with other clay items too. Urns and pots, I think it was.

Just do this.
Fill kiln > Put in Garden Pots > Light it > wait a few minutes > put in an extra stick = Problem solved.

This is still a problem. Seems to be a complete coinflip if garden pots finish or not, a larger issue now that items lose their progress when the kiln burns down.

Fuel requirements should be lowered for the ones that use a full fuel bar (or even more).

...and firing progress might not be fully reset if the fuel runs out. I really doubt if it happens in real pottery: prorduct is fired and might be fired further, but not thrown back to the raw clay.

With the "fuel bug" fixed, is there even any reason for this?

As an aside, and you all can throw your virtual tomatoes for my mentioning of this, there is a crystallization process that occurs, and if specific heats aren't maintained the pottery is ruined. Earthenware/stoneware such as used for gardening pots, tree pots, etc, isn't the same thing as fine porcelain, though. Same goes with steel. It's just like it goes with baking a cake or such... you ruin the process if you don't cook properly from the start. Smelters, on the other hand, can cool and reheat the ore as frequently as they want and it doesn't really matter in the end.
