When digging for snow, speed isn't affected by having a shovel or not. Shouldn't it?

The same is true of sand and yeah, a shovel making the faster would be nice. +1

Does a pickaxe speed up digging rocks, yet? If not, that should also be on this list.

I don't recall that any of these are bugs so much as feature requests. I'll have to search to see what jorb says on the matter.
