Banners require the ground to be 100% even.
Why? They are such small structures. Small variations in elevation are probably meant to bea llowed!

I agree. Might be to make claiming mountains more difficult (as they can't be level'd).
I also question that they need to be on paved ground.
Seems to be an easy fix to prevent them on ground that can't be paved, but I think this should be tested otherwise as having to pave them makes them ugly at times.
