Cant plant chiming bluebell

I'm trying to plant a Chiming Bluebell but it won't let me do so

I have a gardeners pot
Got Gardener credo (4/5) only lack Druidic rite
Farming is 20+
Pot is full of mulch (4 units) and water (1l)

Could it be mulch? do i need plain soil?
When I right-click to plant it, it just doesn't let me and tries to place a stockpile instead. I've asked around in my realm-chat and everyone is stumped and told me to seek the forums.

Anyone else experienced this problem?

When you say you got 4/5, are you saying that you're on stage 5/5? Stage rewards are rewarded after you reach the next stage, not when you reach stage 4.

Need to be on 5/5 for that. Not a bug.
