Quest limit not working?

I have been questing a lot since launch and have never been stopped by the quest limit. Every time I complete a quest, my quests turn orange for a second and I can't turn them in. One second later, I'm allowed to turn in quests again. I'm not sure if it is, but that seems like a bug. I have been doing over 3 quests a day and I am wondering if the limit is broken, or if not, what is it? It must be pretty high.
