Is this correct? Maybe it should? Seems like a bug to me.

No.

There are gilds and gildable clothings that don't and shouldn't require Sewing, such as sprucecaps and taproot lacing. Gilding is clearly not meant to be entirely dependent on Sewing.

It "seems like a bug to you" because you're you. Cool to learn this is the first time you've played since before gilding was added.
