snow not melting

Not sure if this is our bad luck or bug:

All the superblocks around our village are showing signs of melting
but the ones that our village claim is covering at least few tiles are untouched

i can see clear line on superblocks borders where it happens

Just bad luck as far as I can tell. It seems to do it grid-by-grid fairly randomly

I've been wondering if snow and melting are perhaps decay-based. If that's the case, snow would appear slower and melt slower on frequently active tiles.
