Recycling two items and retaining a felt inlay only gives 1 free slot instead of 2. Bug or feature?

that's actually a broken mechanic.
sadly, <1% of playerbase is affected, so noone will fix this.
but IF someday, jorb "will look it it" even small fix like "felt inlays never have a chance to stay in cloth while recycling" would be better than the current state.
