Swamp blocks palisade when frozen

You cannot build a palisade close to water, but you can build it close to a swamp. When the swamp freezes over in winter, it suddenly counts as water for pali setup purposes.

I chipped out the ice, can now build the pali on the same tile.

This matters because it can prevent palisade repairs, it was discovered last winter by a friend, a new player trying to repair an old base and didn't understand why they could not repair the pali. It is still possible to do so if you dig out the ice, but it's not intuitive for swamps to only be considered "water" in winter.

well, the problem is that the "swamp" doesn't block palisade building, while "ice" do.
and the easiest solution for devs would be to fix the first, not second. so it will be intuitive as "any water (frozen or not)" blocks the palisade.
