With the arrival of Lead, this world 13 is litteraly the World of LeadGlance, nothing else to mine than that always lowQ, useless metal.

It is true only for the first three levels (in my area).

I'm not going to say this is right or wrong, just that this isn't the first time this issue has come up. There were more than a few complaints about ore distribution in w11 (or maybe only a few, relatively speaking), which was the last time the locations ore spawned were changed. Most of the world had decent distributions, but some areas really had some poor chances to find decent ores that were necessary to progress. Some analysis of the world generation in the background might be useful.

I am now at layer 4, all I found so far is "LEAD" even at layer 4.
The rocks there asking about 250+ STR with a pickaxe 64.
The ONLY Iron/Copper I found so far is at layer 1.
I agree to think I'm very unlucky about the generation but take a look at metal repartition for World 14 please, it's a competitive game (for some), and if some guys got tons of Black Ores / Silver / Gold, despite others only got Lead, it's really fucked up. And there is no way to know the 1st month if you are screwed or not due to the metal repartition !

Oh and I forgot to tell, the Lead at layer 4 is Q30-40... the icy on the cake.

Seems to be a local issue, in my shaft I have endless chalcopyrite on level 1 to the point where I'm annoyed because I just want to find more kyanite and fluorospar. Thankfully I was able to borrow some tin so I'm not stuck with copper.

Other ores definitely exist below layer 1. However, the addition of lead glance and how common it is has ruined prospecting as a method of finding ore, as most of the time it will just point you to useless lead glance. (Copper and Tin can at least be combined into a hard metal, which even if you have no other use for them can still be used for stone columns, but Lead is completely useless once you have hard metals.)
