tried complete quest dance at dawn quest at mystic credo in time between 04:45-07:15 in-game time and nothing happens probably because its was day 110 and it was "dewy Lady's Mantle" day and its not count as regular "dawn". Once before i did this quest on other lvl of mystic and its counted normally

Doesn't "Dewy Lady's Mantle" happen every dawn, and text about it appearing is a custom feature?
The most actively maintained Haven and Hearth Wiki (Not guaranteed to be up-to-date with all w14 changes.)

seems i found solution, my mistake is believing to wiki, tried next day, and its work but only after 6:00 game time and i think window of this time now much less than "4:45-7:15"..

also i found that steppe dance didnt work for my quests i had to rowdy dance specifically

It cuts off before 6:20, I tried doing a second quest then and it failed, so you have ~5 minutes irl time to do it

it 6 - 6:30 dont blame wiki that dawn for dewy's mantle and dawn for dance is different. Probably jorbtar forgot about dewy's already.

Dawn begins when parts of sun start appearing in the "time of day/phase of moon indicator on top" and ends when it's fully above horizon (gap of sky between sun and land.)

At least that is my working theory that has worked pretty well so far.
