It just says You cannot do that on the selected Terrain.

Edit: Cant place mineholes or palisades on woodchips either.

That is how you remove stone paving (inside buildings and cave/mine terrain) at least.

The fact that I learned this game's combat system and how to cheese literally every animal, before I learned you have to dig pavement inside caves to remove it, tells you a lot about this particular mechanic.
