I'm definitely not going insane - I could get high off liberty caps just fine but since few weeks ago I couldn't get the effect anymore no matter how many I eat now. I had taken breaks in between but it didn't change anything. Maybe it did get broken when I tried to eat some when it was wearing off?

You need to eat them while gaining FEPs from them to get the effect so either above 8000% energy or eating at a table.
