I like this idea but also make it so you can make dragonbone gear or stuff so that theres insentive to actually kill it instead of just rebuilding elsewhere if you are plagued by
dragons. Also, make it so that there are dragon nets so you can capture and tame one but make this the most fucking risky maneuver in the game. Like make it so that if you attempt to net one and fail your char recieves 300% damage from that
dragons next attack and make it so that it keeps its stats while taming so that you would need multiple people teaming together to try and tame it but make it so that once its tame you can ride (not attack) with it to make travel alot easier. I think this could really fix some of the lack of end game content.
