Because its fun and the people who do play still deserve a spot to talk and discuss the game?
I mean. we quite literally had to pay for it. Having a small area for us dedicated players to talk is just sort of a given. It's not like it actively hurts you because you won't be talking in it.
Even if its just The Inn of Brodgar, How do I (really helpful since documentation on legacy is extremely scarce now), and Dwarves & Thieves. I feel like it would help not only help legacy feel more lively, but give it more of a sense of community to find other players to play with, and spread awareness since hardly anyone ive talked to is even aware that legacy is a thing that exists.

btw there are more than 4 people who play. player statistics show a decent amount of players on peak hours, considering its an mmo that isnt advertised, not supported, and behind a paywall. im sure there are more oldheads like myself who would totally drop $15 just for legacy if they even knew it existed.
