I feel like there are some serious problems with the balance in PvP right now. In the old haven, when fighting someone, equal levels of Unarmed/melee would take away 50% of the defence meter at 1x weight. Currently in this system it takes away the full maneuver. This in itself may not be a huge issue, but when you add agility advantage into the mix, shit gets really stupid, and even a slight skill advantage will damage you through your maneuver, i'd hate to see how this will play out once swords become more common.
My suggestion would be to bring it back to the normal haven levels, where equal skill weight removes 50% of the maneuvers bar and increase cooldown on defensive maneuvers.
