Remove Charter Stone limitation from Outlaw

I understand that making criminals with the Red-Handed debuff unable to travel by Charter Stone adds to the idea of manually having to get away; fleeing by Charter Stone would make everything much easier. It makes sense for Charter Stones to be disabled when Red-Handed.

But why are Outlaws not allowed to use Charter Stones? It does not affect the 'getting away'/'chasing down the perp' aspect in any way; I can still teleport to a charter stone while innocent, commit a crime, wait for Red-Handed to expire and then hearth back, so creating extra distance is already trivial and Charter Stones would not affect this in any way. What remains is simple inconvenience; rather than being forced to be more careful, the game itself now punishes you for your crimes by taking gameplay options away from you, for no apparent reason.

Unless Haven's design philosophy has moved away from players punishing other players for crimes and towards the game itself punishing players for crimes, I think it would be better if Charter Stone access for Outlaws would be re-enabled. Crimes are already punished harshly enough as-is.

How? You can already hearth back. What can you do with charter stones that you can't do with hearthing?

The reason behind the idea is that people will port from vault to vault whenever you try to siege the vault they're in.

Doesn't Outlaw expire before the battering ram has dried? (Both 24 hours, if I'm not mistaken.)

Murder, vandalism etc last longer than 24 hours. I can understand vault teleporting would be a issue maybe make it so that if there is a ram or a catapult in the vicinity you cant teleport when on outlaw but otherwise you are ok?

Bumping this in hopes of having the outlaw limit removed from charterstones in the next patch. Saves me time of making an alt and such for it. I don't think it does much to prevent a village from being cleaned out before a raid, but could help on the defensive side.

Disagree when "cleaning out" involves moving out the scented characters too. The only thing I'd like to see is the removal of the rock crystal since requiring charisma as well as first traveling to a charter to learn it seems like enough of a pre-requisite to me that we don't need to limit their use further to only those that can get a resource that rarely spawns and very few have access to.
