I understand that making criminals with the Red-Handed debuff unable to travel by Charter Stone adds to the idea of manually having to get away; fleeing by Charter Stone would make everything much easier. It makes sense for Charter Stones to be disabled when Red-Handed.
But why are Outlaws not allowed to use Charter Stones? It does not affect the 'getting away'/'chasing down the perp' aspect in any way; I can still teleport to a charter stone while innocent, commit a crime, wait for Red-Handed to expire and then hearth back, so creating extra distance is already trivial and Charter Stones would not affect this in any way. What remains is simple inconvenience; rather than being forced to be more careful, the game itself now punishes you for your crimes by taking gameplay options away from you, for no apparent reason.
Unless Haven's design philosophy has moved away from players punishing other players for crimes and towards the game itself punishing players for crimes, I think it would be better if Charter Stone access for Outlaws would be re-enabled. Crimes are already punished harshly enough as-is.
