Yes, the quest-givers that happen to be on a private land need some attention.
Maybe quest actions ("greet", "say hi") may become independent regarding property rights? That would be a way to protect NPC's from vandals: the quest tree that stands on a claimed land can not be destroyed without leaving regular vandalism scents, but can be used by adventurers, standing on neutral land, on the edge of a claim.
Or all interactions with quest npc can be equated to gestures, as we can make gestures even to NPC's on private land.
Or even the access rights system can be expanded with "pilgrimage" checkbox, which would allow interactions with claimed quest-givers. Yet this thought is unrefined and rises several "buts".
