Full buckets in toolbelt would ofc be insane but tbh if you carry enough belts it's pretty much same but better because consumes 1 space... (with this I mean belts> carrying full buckets in invo but obviously if full buckets could be in belt it'd be broken)

Taking some water for trees, empty tar from tarkiln, plant small sieze field with bucket + tsack + inventory full of seeds, I think it would be nice since otherwise it's not really worth to carry alround all the time and therefore inconvenient, and it's still literally a tool so why not

Alright but the flopping around of an empty bucket creates racket that attracts animals and makes it harder to break combat. Then there might even be an argument for a slight agility penalty for such an awkward attachment. However if you really want it fine with penalties.
