I'd say increase xp cost by alot, but with the amount of xp you get from quests it wouldn't matter.

when a smelter yields 0.1 to 0.6L on average and this uses 0.2L i think its actually fine since you have to take in to consideration do you want felt or this from the limited amount you get. Then take into account that there is a high chance that quicksilver might be needed for gold and silver production next world and there's still more uses to come down the track because i doubt they will sit it at 2 uses atm.

Gold and silver mining. Historically, mercury was used extensively in hydraulic gold mining in order to help the gold to sink through the flowing water-gravel mixture. Thin gold particles may form mercury-gold amalgam and therefore increase the gold recovery rates. Large-scale use of mercury stopped in the 1960s. However, mercury is still used in small scale, often clandestine, gold prospecting. It is estimated that 45,000 metric tons of mercury used in California for placer mining have not been recovered. Mercury was also used in silver mining.

im against power creep.

im also against this idea due to the rarity of cinnebar and more potential uses for quicksilver.

Not sure about this one. It was meant to be a good one considering the toxicity, but I'm not sure the latter matters much. Feel free to give more input on this.

I could see a small chance that the curo could break after being studied. Ensuring the user gets poisoning. Plus making another curo from its broken remains... (Which once studied is also 100% more getting poisoned.) Kind of if it screws up you learn a lot... and ya... go mad.

Roots are not very rare or hard to get. And even if you bought them its a pretty cheap price to pay for the lp you get.
