Well there's no rain in game for starters, also if there was a fresh water aquifer it would constantly be subjected to salt water leeching into it through saltwater intrusion and become briny.
In fact, drawing well water from such an aquifer would cause it to become briny even faster than naturally.

Most islands in middle of ocean don't have fresh water even if you would dig really far down. I think same should apply to the game.
Even if there was a small amount of fresh water in aquifer. Salt water would soon pollute it if you take water away from it, because the pressure in the fresh water aquifer lowers and starts pulling in salty water from the ocean.

Maybe big islands could have fresh water, but not small ones.
Maybe wells within N tiles of ocean would give salty water.

If there was plenty of freshwater available on the pacific islands I'm sure US marines who landed on them in WW2 wouldn't have had severe problems with finding drinkable water.

Find out if fresh water and salt water share the same quality nodes then find the best well water on an island based on saltwater quality and then maybe it can be changed after everyone does that.

You would just have to import fresh water. Unless jorbtar come up with some cheeky desalinization process.
