Do they? I don't think they do. They make it so that the animal produces wool faster, but I have yet to see a sheep *store* more than 3 wool in any given shearing. I believe what he's suggesting is that sheep should be able to increase their storage, not just their production rate.
Also, I love the way it works presently. That whole thing about 'having to choose between different animals' is part of what makes animal husbandry fun and engaging.
