
Alternatively 10 fragments could make a nugget, but in that scenario I think the spawn shouldn't be fate based or limited by anything other than the events time.

On the other hand, OP suggests something that might interest 98% of playerbase (it's probably less, but still most likely majority) giving a very small chance to obtain something otherwise not obtainable to them (reasons may be many).
