I think it wouldn't be too difficult to add a "personal seamark" type of structure in to the game at this point.
It could even be a bit expensive, like a floating dock/raft that is anchored to the seafloor with stones via a dynamic rope-length depending on the type of water it is built in.
Maybe such a claim type would have trespassing automatically turned on to avoid it being used as a griefing tool to block off rivers, and maybe the claim size itself it a set size that cannot be expanded. A reasonable size to dump some nets, boats, lobster traps and stuff around it. Beyond the slight limitations it can work exactly like a regular personal claim as far as its vulnerability, restrictions for building, LP requires and so on.

And maybe theft as well so that you couldn't leave boats there that couldn't moved blocking the way ? - This would be hard to implement in an abusable free way
