Legacy Haven has pretty much the same problem as Blizzard's "Classic Era" servers, population is super low and you need to pay extra, causing opposite of bandwagon effect.

I was referring to the extra cost you have to pay to clone your character to permanent Classic Era servers. It's quite a sham (not an outright scam but close to it) since you have to pay 15 dollars to gain access to character you already leveled and geared and join practically dead server with it. Even worse, they first tried to offer this service for ludicrous 35 dollars, which ultimately worked as outrage died down after it was reduced to 15. In the words of certain monotone man, "now you're only getting screwed a little bit."

Before someone compares it to Haven's 15 dollar price to access Legacy, it doubles as permanent account upgrade when playing the current version.
