Exactly what I was going to say. Discarding shouldn't be a normal thing you use really if your deck is designed intelligently. Lowering the cooldown makes it a normal part of the combat strategy.
Exactly why I didn't suggest it be instant. With a small cooldown, a more efficient deck that requires no burns will still have a small advantage over a large decker who has to burn moves.
but currently if you use CTRL+# you are simply playing the game wrong, cooldown is too long. quicker to use most moves instead.

It's still a penalty if it's half the cooldown.
As it is currently, there's almost no point burning moves except to prevent deck locks (which will only happen in terribad decks anyway). You might as well just use them.
