Easier ranging

Although I wanted to try being a ranger, mostly back in w8 when I started. Not that back then I would have stood any sort of chance! But with this world and it's stat cap, I think the usefulness of stealth * int oughta be increased just a little since ya can't really raise it infinitely. That or bring in the idea that I think jordancoles had? As far as the murder scents are involved.
