It is, sprouting =/= stunting.

Stunting occurs when a tree will literally just stop growing because Jorb and Loftar hate us.

Yeah, it does seem rather common even with Druidic Rite. I don't have a huge sample size, but if I had to pick a number, I'd say around 15% of my trees still get stunted.
