i say we need a 'scouter' to determine power levels. with it we can 'inspect' from a distance or display a number over/under the character but with toggle

make monocle and spectacles do it or a new item using higher level items

The level have to be sort of obvius, because the goal is to bring to the game the reward for your achevements : its when the fun came for other MMOs.
Exemple of lvl progression for mobs : weakest : white rabits -> beige rabbits -> brown rabbits -> yellow fox -> orange fox -> brown fox
So you worked hard to level your UA and stg, now when you go hunting you can hunt beige rabbits, not just whites, so when you kill beige rabbit, you are proud of your achevement, its the "fun".
The motor of games is that sort of fun, not be suprised by a high quality rabbit, its just a wast of "reward power".
