Cool, I've been wondering where to put my 524 Pickaxes.

Srsly tho, why would anyone want to store MANY tools in a specialized container? There are, like, five tools you need for everyday chores; seven if you're a jack of all trades. The only convenience a tool rack would bring is that you could store tools outdoors and grab them without entering a house, and mostly for people with irrational fear of chests.

Can you please describe a situation you have in mind? Ten farmers come to a field at once, grab ten scythes and start farming? Then drop those scythes at the Very Convenient Toolrack, each one grabs a pickaxe and they go mining all of a sudden? =)

I'm just having trouble imagining a scenario where a tool rack would be invaluable and at the same time couldn't be replaced with a container.

It definitely could be replaced with a container. A tool rack is a container itself, this replacing is already done! But I have said in other threads that I think it can be good to have some different storages option. Right now you will make only cupboards in the doors. You will make chests out of doors. I do not think this looks very good to have these all the same.
