Same rule as before, play smarter. State caps would not matter if they had full siege engines and a lot of time to use them. The state caps do not matter, yes it is harder then before to break even a palisade but it still can be done.

This, but I do have a vague feeling that OP is not really asking for this, but is actually a not-so-cleverly hidden request for reintroducing stat caps.

The solution to that is making such a char be 1-hittable and make it either pop back to its hearthfire wherever that may be, or make it poof randomly somewhere in the world. Unable to kill it, maybe just loot it. That said I have no clue what purpose this would serve other than making carebear land a possibility. You'll need a different mechanic to counter the concerns of titans ruling the land and botting being the king of ways to play again. Salem had the muskets, perhaps some way to lynch people with a lynch mob of smaller players.

Actually not event.
What peoples are doing currently, they making overpowered character and kill everybody around.
It is on of the reason why there is only 170 online players.
It was proposal to increase number of players. Maybe siegecraft can remain and your land can be still attacked. But not your char. And you can not attack others. You still can die from hunger, swimming and animals.
But not stupidly killed by crazy titans.

Where is the problem of the "crazy titans"? They have invested way more time in building their characters than you have, like they shouldn't have any advantage over you or what?
I would like to see 2 servers on haven, one with all the competitive features - no stat caps, all the other limits taken out and one for more casual players, where it would be harder to kill, siege someone.

I never have died to a titan character, even in legacy. Its mainly been from people in my own camp, well armored and all. But not a mythical titan, those tended to fight in village warfare. But this is just what I have seen after playing the game for many years.

Plus remember titan craftiers never used to leave there walls, now even they cannot.

Relax.

No. Absolutely no. Totally against the spirit of the game.

Well, without that I cannot protect against overpowered characters.

There's no point in taking the time to become "overpowered" unless you can impose your will on other people.

There's a reason there's a skill called "Will to Power".

In terms of Nietzsche and Hegel I'd say "will to power" has more to do with escaping the control of others. IE the master/slave dialectic.
