Thats a lot of effort.
The thing in question is to free some space for existing village to make a realm.
If you just want to troll with that amount of efforts - you can challenge border cairns (cover them by pclaims, palisades, protecting with alts).
Establishing a realm feels way easier than waiting for 1 week for big village.

Although - realm building as a prerequisite to start a rebellion seems good and logical
Prerequisite of "village should exist before realm covers it" sounds logical too.

As for 'success or fail' I'd say that 3 outcomes are reasonable
a) After some time rebellion is unresponded (2-3 days) Realm Cairn can be destroyed by anyone. And then new full-fledged realm appears.
b) Rebelling Village idol or realm claim is destroyed, the rebellion stops.
c) Village 'surrenders' and cannot rebel for some sustainable amount of time (2-4 weeks). This requires some dev effort.

Rebellion is proclamation of war in its most clear way. Meaning that the game should give small amount of options to solve it without someone dying.

Challenging costs your exp, rebellion costs their exp + 10x time you spent. Thats the difference.

That depends on implementation. Authority, realm claim, lp, exp, whatever may be added as cost to start the rebellion and to keep it going.

Yeah, I was too lazy to write that realm cairn should become vulnerable afeter 2-3 days for a fixed time slots. Smth between 2-4 hours with 24-48hours delay. During that period rebels must come out and destroy it. While kingdom must be there and online to kill them. After 3 times cairn remains defended rebellion is considered over. Maybe after each opportunity rebels missed cost for maintaning the rebellion should increase.

In order to make this not abusable some high price for lost rebellion must be paid. And 10 gold bars is cheap enough for big village to troll another big village so it must be higher. Shields and soak decrease seem viable but this impacts trolling rebels much less than 'legit' rebels.
Maybe another structure like 'Banner of rebellion' has to be built and be fed with something expensive every 4-6 hours.
In order to prepend rebels from sitting behind the walls after starting the rebellion both combat stats buff to rebelling village members and defensive systems debuff to the shields and walls seems reasonable

If we compile all ideas together it becomes not that abusable.
To start a rebellion you need
1) Build a village, palisade
2) Wait 1 week
3) Cumulate an authority
4) Bring 5 alts
5) Build a realm claim (expensive)

To become free you need to destroy cairn in an appropriate time slot

To protect from rebellion you need
1) See the signal about rebellion started
2) Use your 2 days for preparation
3) Come to the place
4) Defend your cairn 3 times for 2 hours
5) Wipe the rebelling village to make them start over
