Maybe we could make a steel/metal box that you "fuel" with snow that stops the decay of items inside.

Letting snow and compressed decay makes sense to remove stockpiling of them.
Snowballs and snowmen could be excempted from auto-decaying as they couldn't be turned into healing gear but are purely fun/decorative.

Yes, this ^ ... I still have over 3k snowballs and no-one to play with them with as I can't split them and no-one bothers to get them anymore ...
