True, 10/10 would take table full of cheese from the Retreat again (if I could somehow get back to W9)

The problem with adding more permissions like these is that pretty soon you won't have any idea which permission controls what. I'd rather have permissions per object at that point, or something.

Rummaging actually helped with this as now you can have people sit (Trespassing) and eat (Theft) but not lift (Rummaging) the table and leave.

They can still take symbelware, however...
So here's an idea:

Either make it that eating - from a table - is trespassing, not Theft... Kind of makes 'some' sense as food on a table is food given, not stolen ;)
Or alternatively make it so that removing symbelware from a table is Vandalism, not Theft. You're runining the decoration, after all xD

Either of these changes would make me 100% satisfied with perms again :D

well in reality someone could go in to an in eat and leave with out ever paying = theft.
taking the risk out of everything is just boring.

also placing stockpiles should not be vandalism (let ppl make stockpiles on claim and destroy everything with one checkbox is ridiculous)
\\ same with eating and stealing tableware
\\ same with change color for villagers and set permissions (change color needed for recruiters, but with "set perm" they could set "banish perm" and ban the lawspeaker)

When what changes if someone else says this on different topic?
I agree this thing should become a thing if we want to have real Inns, restaurants or stuff like this.
