FEP system is already mechanic that incentive player for balance stat. Adding another less elegant mechanic do to same thing is no good I think.

Also, forcefully averaging (even as a softcap) stats sort of kills the reason to have different stats. It's quite close to switching to a generic character level.

FEP system only sets the incentive to eat up in parallel from the start, but not to eat balanced over all.

That kind of wall would be a bit to 'hard'.

If my strength is 500 and my intelligence is 50, it is taking me 500 FEP in intelligence to level to 51. If strength is 50, then it is only taking 50 FEP. This looks as incentive to keeping balance stat to me. It sound like to me that you want to disallow player to ignore stat. I do not see need for this, if player thinks stat is not value, he should be free to ignore this one.
