I don't think legit characters should be punished by the game for killing a questgiver. Killing a questgiver should be a valid choice, in the same way destroying someone's boat or harvesting someone's unclaimed crops is. A Trespassing-like scent to have players punish them would be nice, though.
The problem here is newly spawned alts killing questgivers, as they don't need to invest time or XP, or travel any significant distance to get a new quest. Punishment will not help against them; the characters themselves are irrelevant, and even punishing the account is useless as it can be an alt account (as is obviously the case here). There just needs to be some initial obstacle that makes it too much of a hassle to do this; some effort you need to put in before you can find a questgiver to kill.
