Only from unclaimed ones. Laying down for some time without any attention. Even more of that, maybe the wild decay could be replaced with goblin's destruction. So if you lay something on the unclaimed ground, there is a chance of goblin to spawn and start destroying it. Maybe just a 25% for one item per time. Could be used for building a "goblin's trap")

You know, I just realized that a mischievous creature like the goblin described in the OP could also be used to solve another problem: non-murder Nidbanes.

I agree that nidbanes for theft and vandalism are a bit much, but currently there's no better alternative for retribution. However, if we had mischievous goblins that existed in the world, perhaps you could use theft/vandalism scents and some items to bribe some goblins to go return the favor in kind.

Did someone steal something of yours and leave a scent? Summon a goblin, give them the scent and a payment of some kind (could be an amount of metal, gold, a pile of coins, or something you craft specifically for them like a blood contract), and they'll go steal some valuables from the offender or their base.

Was something of yours vandalized? Summon the goblin, cross their palms with silver or similar payment/contract as before, and they'll go fuck the offender's shit up.

Higher payment/higher-Q items/bloodier contracts could mean the goblin(s) steal more or do more damage. In this way retribution would be more proportional and appropriate, I think, rather than sending a spoopy ghost to beat them up.

This sounds very fun (reminds me of Krampus mechanic from Dont Starve), but also seems very hard to balance.
just like with the nidbanes, either the fae creature that begrudgingly performs your will will be too destructive, or almost useless.

I am actually not apodictially set against this.
