Open world PvP is simply a tough genre to get people into due to the toxicity of it. Add the heavy death penalties, and it's not exactly inviting. More social media isn't going to help much unless it's good media. I appreciate all the posts in The Moot, even the low quality ones, but that doesn't attract players. Great stories, and getting those stories out there, is what counts. That comes from the players, not the devs. Maybe a way to encourage this? I'm not sure what to suggest off hand, though.

Just look at the number of accounts over the years.... nearly 190,000. Let's say 5% of these are just spam bots that have been banned, and there's an average of 2 accounts per player. That's still a lot more than "hundreds." (Less than 1% of the accounts have been banned, so definitely not that many spam bots, and average is probably more like 1.2-1.4 accounts per player at most.) Let's say that 10-50x the number of existing players have "looked at" the game and not found it interesting. Eyes have definitely been on Haven. (Let's note that one of the most successful open PvP games of all times only sees about 60k peak players online.) I, at least, have introduced my WoW guild to it and nobody was interested in playing. At the time, that was about 100 people.
