Then you loose the sandbox aspect of being able to remove the settlements to place your own claim (if the portals are permanent). If the portals are embedded in the game based on the principle of localized resources (a la Ancient Windthrow, Clay Pit, Great Cave Organ, etc.), then this is quite possible.
I am not sure whether the natural resources should always be unclaimable by the vclaims. I'd think it would be more fitting if sieging them would take like 6-7 hours, rather than 20 hours.
